14th January 2025 – (Washington) The United States has formalised a regulation that effectively prohibits Chinese technology from being incorporated into passenger vehicles sold in the American market, citing national security concerns. The announcement, made on 14th January, also includes restrictions on Russian technology as the Biden administration seeks to enhance its scrutiny of foreign tech.
Commerce Secretary Gina Raimondo remarked on the evolving nature of automobiles, stating, “Cars today aren’t just steel on wheels – they’re computers.” She emphasised that modern vehicles are equipped with various internet-connected technologies, including cameras and GPS systems. This regulation aims to keep technologies from the People’s Republic of China and Russia off American roads.
The final rule currently applies to passenger vehicles weighing under 10,001 pounds, with plans for further regulations targeting commercial vehicles, such as trucks and buses, to be announced soon. Chinese electric vehicle manufacturer BYD operates a facility in California that produces buses and other vehicles, but the new rules will impact their operations significantly.
National Economic Advisor Lael Brainard highlighted concerns about the potential for misuse of sensitive data and interference from foreign rivals, stating, “China is trying to dominate the future of the auto industry.” Under the new regulations, even US-made cars that utilise technology with a “sufficient nexus” to China or Russia will be barred from the market if they include hardware and software for external connectivity or autonomous driving.
The restrictions will come into effect for the 2027 model year regarding software, while hardware measures will be implemented for the 2030 model year. Additionally, the import of associated hardware and software linked to Beijing or Moscow will be prohibited.
In tandem with these measures, President Biden has issued an executive order aimed at accelerating the development of artificial intelligence infrastructure in the US. He asserted, “We will not let America be out-built when it comes to the technology that will define the future.” However, the implementation of these initiatives will transition to President-elect Donald Trump, whose forthcoming administration is expected to bring significant policy changes.
