Hong Kong man arrested for alleged animal cruelty after shooting dogs with laser pen

17th January 2025 – (Hong Kong) An incident of suspected animal cruelty has stirred controversy in Kai Tak. Reports surfaced of a man allegedly using a laser pen to target three dogs in the area. One dog owner claimed that their beloved pet suffered eye injuries, with redness and tearing, after being shot with the laser pen. The police responded to the incident and arrested a 58-year-old man named Lee in the Ngau Tau Kok area, who is accused of “cruelty towards animals.” Lee had reportedly also kicked a dog at Tseung Kwan O Waterfront Park the previous week, drawing condemnation from other dog owners.

The Hong Kong Guardians (The Volunteers) informed local media that they, along with a group of dog owners and district councillor Lau Chun-hoi, gathered at Kai Tak on the evening of the 16th to await the man’s appearance. The man arrived around 10.27pm and engaged in a verbal altercation with the dog owners. The police intervened, requesting his identification and conducting a search, but the man refused to cooperate, leading to his arrest.

One dog owner described the distressing aftermath of the incident, with their dog experiencing red eyes and teary discomfort following the laser pen incident. The police received a report from a woman who suspected her dog had been injured by a laser pen wielded by a man near a park on Mu On Street on the evening of January 14. The dog was later taken to seek medical treatment.

Following investigations, authorities apprehended Lee, aged 58, in the Ngau Tau Kok area around 11pm. He faces allegations of animal cruelty and has been released on bail pending further inquiries, with a requirement to report to the police in early February. The case is being handled by the Sham Shui Po Police District’s Crime Investigation Team 7 specialised in animal-related offences.

The man had previously been captured on video kicking a dog at the Tseung Kwan O Waterfront Park’s pet-sharing area on the evening of 11th January. The footage shows him abruptly kicking a dog while dog owners were playing with their pets, making comments like, “Let the dogs get hurt like this again,” “If you don’t know how to keep a dog, don’t own one,” and “If you act up, the dogs will get hurt.” In response, a dog owner promptly challenged him, stating, “Don’t hit the dog; I have a camera. Let’s see who is more serious about reporting this to the police!”
